Question for a NJ lawyer

Judy, what do you think of this?

Bill pre-filed in NJ legislature

It looks like it would affect this forum, among many others. Is it even constitutional?

Does this NJ Appeals Court decision mean that what the bill is trying to do has already been shown to be unconstitutional?

Is there any chance of the bill passing?
