It's sort of like Scrabble. If you object to a word, you can mount a
challenge.

The rules have withstood 1633.5 rounds up to now; I don't think they need
to be amended.

The rules haven't changed because we are disinclined to change them. The
game, on the other hand, has. We no longer play the game the rules
describe. Instead we choose to play according to an undocumented body of
precedent.
