For real? or another urban legend? Maybe I'm too naive? It's been years and years since I drove in DC or Atlanta and I very rarely venture to downtown Tampa during rush hours.

It's a very real proposal, with the purpose of easing traffic flow on a congested portion of Interstate 10 through Tempe known as the Broadway Curve. It's currently under study and apparently will be for about another year. It wouldn't be a single 24-lane highway, but two parallel highways separated by a wall, one for local traffic with frequent exits, and one an express roadway with widely-spaced exits for through traffic. Like the express and local lines on the NYC subway, which run on different but parallel tracks.

There's a brief discussion of it here (http://kjzz.org/news/arizona/archives/200702/transportation), about 18:25 into the segment.
