My clock says 8:15, but the time stamp says...

says it is ahead (+) of GMT by 01h00.

Which is 04:21:53 EST, etc.

The +0100 means GMT/UTC plus one hour, or British Summer Time. So it's
08:21 GMT, or 1am PDT/4am EDT.
