forwarded your full description. The word:

Dodi, please ask your upstairs expert if young red tails lack the lighter colored breast that I see in pictures on the web. The bird I saw was essentially all the same color, except for the scalloping effect on the feathers.

I will defer to Dodi's expert, but my recollection from what I saw on the web is that there is a good deal of color variation among red tail hawks, so maybe it is possible for some not to have the light-colored breast.
