Well, sure, Toni, when you're using it as a genus name, taxonomic format
requires a cap F; COED, f'r instance, says "fucus (pl. fuci) a seaweed of a
large genus of brown algae having flat leathery fronds. [Genus Fucus.]"

But the ENTRY, there and in the other sources I cited, is consistently
l.c., since it can mean several other things.
