No fewer than seven of you shrewdly guessed that when it comes to sheep and
goats, to YEAN is to give birth (#11).

My Random House College Dictionary, however, is not permitted to deal, so
the dealer for Round 1699 will be the next-highest scorer, Chris Carson,
whose "to gather bit by bit" (#3) attracted six votes.
