Are there no limits to GWB's hubris? Can't work with Democrats, nor Republicans either it seems.

I think it's more a case of Congress being really, really sloppy. The Speaker of the House should never have certified a different version of the bill than the one that was actually passed, and Congress should have taken steps to properly reconcile the error before sending it to the president to sign.
