Tony, the inquirer may be lurking not at the tapcis.com forum, which has a
parlor section, but may have come in via Yahoo (which is how I and a number
of others participate), which doesn't.

Anyway, he or she doesn't really need to read the rules at first, I think;
in fact, it might prove confusing! He or she (I wish we had a name) could
just jump in right now and register guesses as to which def is the right
one, eh. (You don't have to start at the beginning of a round.)

He posted at tapcis.com. This is indicated by the (TapcisForum)
comment after his name (or maybe you can't see that in TAPCIS).
Therefore, the sticky message is the easiest place from him to read
the rules.

That's perfectly true, but he did ask about where the rules were, and
he clearly has been lurking for a while. And we know it's a he; he
signed his message "Doug", and the avatar on tapcis.com is a small
photo of a man.
